A greenfield site selected by Harbor Freight Tools, USA, proved challenging because of its:

• high water table
• under improved roads to the site
• lack of utilities at the site

After obtaining all easements, arranging financing, and supervising development and design, the schedule dictated starting construction in the winter, a less-than-desirable time of the year. Weather challenges usually delay construction. However, as an experienced development team, we anticipated potential challenges and mitigated the impact on the project schedule. Working with the local development board to secure water, sewer, and road grant monies for the entire 500-acre industrial park, Harbor Freight Tools, USA, became the first tenant in the park on budget and on schedule.
